Jewelyn Harrington Senior Director of Operational Excellence
Jewelyn will provide updates regarding the position of the Postal Service in conjunction with the Postmaster General’s remarks, and expound on her responsibilities relative to the Lean culture.
Jewelyn Harrington was named the Senior Director of Operational Excellence in 2020. She is responsible for developing and implementing the strategies to continue to mature the Lean culture at the USPS as well as Operations Industrial Engineers in Retail and Delivery. In 2008, Jewelyn began her postal career as an Operations Industrial Engineer at the Southern Maryland Processing and Distribution Center. She has held positions at Postal Headquarters as the Operations Specialist managing the Priority Mail Program in Marketing and was promoted to an OIE in Network Operations. She led tour realignments and Lean Six Sigma Deployment initiatives. She was detailed as the Manager of Operations Industrial Engineering and led the Lean Mail Processing (LMP) Initiative in South Jersey. She was the program manager for LMP/LMD that rolled out the program nationally. Jewelyn was named Manager In-Plant Support in Capital Metro Area where she led the efforts in service analysis and improvement initiatives allowing the Capital Metro Area to be a leader in service. In addition, she led the LEAN initiative – training the Executives, spearheading Lean Mail Processing and Delivery, and training and developing Area staff and field units in the principles of LEAN. She was fortunate in 2016 to lead the Continuous Improvement deployment in the USPS and to help develop the Operational Excellence System with other continuous improvement practitioners. Jewelyn also detailed as the Executive Manager Technology Development and Applications in Engineering Systems. Prior to her postal career, Jewelyn served seven years at the Ford Motor company as an Industrial Engineer, Material Handling Engineer, and an Engine Assembly Supervisor. She also spent two years at Cobasys LLC as a Black Belt and Product Development Engineer/Black Belt in the battery division. Jewelyn has a Bachelor of Science degree in Industrial and Systems Engineering from North Carolina A&T and a Master of Science degree in Engineering Management from the University of Michigan. Jewelyn is Lean Six Sigma certified Black Belt from the American Society of Quality and a certified Master Black Belt Ohio State University.

Scott will share success stories and best practices in Progressive’s securing The Mailer of the Year Award at the 2026 National Postal Forum. He will touch on the forward-thinking and innovative practices, new technologies to maximize efficiencies in creating, printing and sorting mail, managing address lists, increasing response rates, and managing mailing operations. Progressive is one of the largest auto insurers in the United States. Their goal is straightforward: help people move forward
Scott Holton is a 35-year print and mailing industry veteran, with experience as a mail owner as well as a Mail Service Provider (MSP). He has a long track record of identifying opportunities to save postage expenses and create operational, compliance, and logistical efficiencies. Scott is a member of several mailing associations, including Board of Directors of Major Mailers Association and National Postal Policy Council, and is a member of PostCom. Additionally, Scott serves as the First-Class Letters Leader on the Mailers Technical Advisory Committee (MTAC). Scott participates as a speaker at the National Postal Forum annually on a variety of topics to help educate fellow mailers and strengthen and grow the mailing industry and USPS.
