Joshua D. Colin, Chief Retail and Delivery Officer and Executive Vice President
Joshua Colin was named chief retail and delivery officer and executive vice president in July 2021. He reports directly to the Postmaster General and chief executive officer.
Dr. Colin leads the Postal Service’s strategy to deliver world-class service to every American home and business and to transform Post Offices into destinations that connect and enrich communities. He oversees all retail and delivery operations which include 430,000 employees, more than 30,000 retail sites and a fleet of approximately 230,000 vehicles. He also leads the effort to create organizational insights and drive operational excellence by leveraging technology and data across all retail and delivery operations.
Before this role, Dr. Colin was vice president, Delivery Operations, where he increased competency, capability and confidence in the Postal Service’s carriers and technology systems,drove performance management and optimized delivery.
Dr. Colin began his postal career in 1986. Previously, he served as vice president, Area Operations of the former Eastern Area. In this position, he was responsible for postal operations including mail processing and distribution, customer service and administrative operations in Pennsylvania, Ohio, Tennessee, West Virginia, Delaware, Kentucky, Central and South New Jersey, Western New York, and portions of Virginia and Indiana.
Dr. Colin holds a doctorate in business administration from Trident University International, and master’s degrees in human resources management and public administration from Wilmington University in Delaware. He is a trained Green Belt Lean Six Sigma Executive, a graduate of the Advanced Leadership Program and has completed phases I and II of the Postal Service Executive Development Program and the Processing and Distribution Management Program.
Keith Nelson, Entrepreneur
Keith Nelson is a local entrepreneur in Elyria, Ohio. He was born in California but has lived in the greater Cleveland area for the last ten years. He is currently pursuing his degree in Entrepreneurship. While many people go to college to find their dream job, he is truly already doing what he loves. Keith currently owns two businesses and is an avid user and supporter of the U.S.P.S. Last year alone his businesses placed over 22,000 packages into the postal system. When he is not working and studying, he can usually be found in the gym working out or on his bike riding with friends. He is also a board member for One Lorain County-an organization focused on neighborhood engagement to build a better community for county residents and businesses.
David Kohout, Talk is Cheap
David Kohout has been involved in leadership training and teaching for more than 30 years. His professional background is in the field of sales and sales management. Although his primary audience was the business community, David now speaks to audiences of all ages and has impacted the lives of over 700,000 students, staff and academic leaders over the last 11 years as Talk Is Cheap, Inc. He has traveled to over 600 different school districts in the United States as well as internationally. David's hope is that each audience member will leave having a desire to achieve their full potential, realize their worth and be better prepared for their future.

U.S. Postal Service Honors Postal Customer Council Leaders’ Accomplishments

The U.S. Postal Service recognized Postal Customer Councils (PCCs) throughout the nation for their outstanding achievements and innovations in 2023. This year’s winners of the PCC Leadership Awards were announced during an event held at Postal Service Headquarters in Washington DC yesterday.
PCCs are a grassroots network that provide a local channel for USPS business mailers and the Postal Service to continue building upon their relationships so they can increase the use of mail and work on solving concerns and challenges together. These relationships provide a means to share best mailing and shipping practices, as well as give PCCs around the country opportunities to connect and learn from each other
PCC Leadership Awards are presented each year by the Postal Service in recognition of exemplary work to strengthen and grow the PCC network. More than 220 nominations were submitted this year.
Top honors were presented to PCC groups that achieved overall excellence in their efforts to serve their communities. The PCCs offered innovative solutions for challenges for businesses of all sizes.

• PCC of the Year — Small Market West Michigan PCC – Grand Rapids, MI
Richard Moreton (Detroit PCC) received the 2023 District Manager of the Year Award. Moreton was recognized for his consistent leadership, support and active involvement in all PCCs in his district.

PCC Postal Member of the Year honors went to postal employees who excelled in their efforts with their local PCCs.

Motivation with Ruben Martinez
As a teenager, Ruben Martinez knew that he wanted to help people. He dreamed of becoming a firefighter, but he was too young to apply. Undaunted, he enlisted in the US Air Force and trained as a firefighter there. Ruben was stationed around the world, in various countries such as England, Ecuador, Germany, Kuwait, as well as our American soil. He worked with many different fire fighters to ensure safety of both people and aircrafts. His hard work and dedication was recognized with a award for Fire Fighter of the Year.
In 2006, Ruben left the US Air Force and joined the US Postal Service as a carrier and started looking for new ways to help people.
He started as an On the Job Instructor at the Medina station and quickly realized he wanted to learn more. He volunteered to become an Engagement Champion who assisted with increasing morale and retaining employees. Communication become more fluid and a partnership between management and craft was formulated. Ruben loved working with people and ensuring the processes were adhered. He realized everyone deserves an opportunity to advance, regardless of where you start the goal is to reach where you want to be, some way to help others and expose employees to the endless opportunities.
Ruben believes that investing in excellent customer service begins with creating confident and competent employees. He enjoys evoking on his facilitating passion and was able to translate his knowledge. He feels it is a gift to be able to bring people together and create team camaraderie.
Incentives with Brenda Tufts, USPS Territory Executive
Experienced Territory Executive with a demonstrated history of working in the government administration industry. Currently, 16 years of experience with the USPS Sales and Marketing team. Tufts is considered an expert in Direct Mail, 2022 generated approximately $39 million dollars revenue with high-volume client, 565% over target.
Tufts led several civic organizations as President in the Greater Cleveland area. Tufts expertise is in the areas of professional consultative selling skills, return on investment, business development, increasing market share growth, logistics distribution channel management, adult training, leading teams, business acumen, project management, and building relationships with C-suite level professionals.
Tufts graduated from John Carroll University with a Master of Arts in Communications Management and a Bachelor of Arts from John Carroll. Tufts studied the field of public relations and marketing while undertaking extensive professional training in business management. Skilled in the areas of sales and training, Tufts has led or been involved in implementing comprehensive strategic programs. Currently, Tufts performs United States Postal Service solutions-based sales activities.
Tufts consults with key business decision-makers or their representatives on their corporate strategies, and unique or demanding business needs to develop business solutions to enhance and meet those needs. Tufts develops a mutually agreeable communication strategy for each customer. Tufts was the Change Agent for the Great Lakes Area Northern Illinois team.
Tufts is also skilled in Leadership, Coaching, Civic Duty, Grant-Writer for Civic Organizations, Strategic Management, Account Management, Marketing, Public Speaking/Civic Engagement, and Strategic Planning. Resides in Greater Cleveland and an avid gardener.
